On behalf of the Presidium, Politburo member, National Assembly Chairman Nguyen Phu Trong chaired the session.
Truong Tan Sang, Politburo member and Permanent member of the Party's Central Committee’s Secretariat delivered a report on major controversial issues in the documents.
According to the report, on January 12-14, delegates discussed the Congress documents in a frank manner and made 1,402 recommendations in groups and 27 others made at the hall.
They agreed that the documents submitted to the congress referred to important matters and reflected the real situation of the Party and the country. They are collections of valuable opinions from the grassroots party organisations and people which have reached a high consensus on major theoretical and practical issues.
The Presidium proposed the Congress absorb logical and exact recommendations to perfect the Congress’ documents and to mandate practical activities in the future. The Presidium of the Congress also clarified a number of important issues in documents for the Congress to consider and make decisions on and suggested the Congress affirm the theme of the 11 th National Party Congress: “Continuing to improve the Party’s capability and combativeness, comprehensively bringing into play the strength of the entire nation, promoting the renewal process and creating a foundation for the country to basically become an industrialised nation by 2020”.
Mr Sang also presented some important issues related to the congress theme, draft platform (supplemented and developed in 2011), the Socio-economic Development Strategy for the 2011-2020 period and some supplements to the Party’s charters and a report reviewing the leadership and guidance of the 10th Party Central Committee.
At the session, delegates also gave opinions on characteristics of a socialist orientation in Vietnam, the nature of the Party, the building of military force, and challenges that Vietnam will face in the next years.
National Assembly Chairman Trong stated that the Party Central Committee agreed to make no amendments to the 1991 Political Platform or to the Party’s charters.
