On 21 February, 2011 at Viet Hai offshore commune, Cat Hai District, Hai Phong, the community tourism project of Viet Hai primitive commune officially launched to open Tourism Year of 2011 in Hai Phong city.

The community tourism development projects in Viet Hai commune leaded by  Hai Phong Border Guard. Under the plan, the commune will be invested in social infrastructure development such as tourist resorts system, establishing various offshore products with many specialties.

Specifically, the project focused on educating and mobilizing people to organize services for visitors to eat, to  stay at local home and to participate in productive work and family.

Border Guard will act as the city people's support organizations welcome visitors, organizing travel services, restoration of traditional games.

Along with the project opening ceremony, the border guards of Hai Phong city has held the inauguration of Internet access, courtesy Vietnamese customs and port offices of the working border.

Due to the remoted and primitive commune of Haiphong city, Viet Hai commune has become the destination of many visitors from Halong Bay and Cat Ba Island in recent years.
